Workers vow showdown with FCT administration over planned demolition of Federal integrated staff Housing ….Accuse Head of the Civil Service of the Federation of complicity

The Federal Public Servants who have subscribed multi millions of Naira to the Federal integrated staff Housing programme may eventually lose their money as agency under the Federal Capital Territory Administration (FCTA) ,the Abuja Metropolitan management Council has ordered demolition of houses under the FISH programme

The houses constructed at the plots of lands in Bamishi Cadastral District, kuje Area Council, in Abuja putting the Federal integrated staff Housing (FISH) Programme in jeopardy, has sparked restiveness and anxieties which may trigger unprecedented industrial dispute within the Federal Public Service

Federal Public Servants who are subscribers to the housing project scheme have expressed their concern over the attitude of Federal government agencies who are directly involved in the project

In a letter written by the National leadership of the Joint National Public Service Negotiating Council JNPSNC Trade Union Side addressed to the Head of the Civil service of the Federation, Mrs Esther Didi Walson-Jack whose office was responsible for the housing scheme referenced JNPSNC/ COR/ VOL 1/ 204 and dated 15th June 2026 expressed the frustration and hopelessness of thousands of subscribers who have contributed not less than (N3,000, 000) three million naira each to the Federal integrated staff Housing programme.

The letter signed by both the National Chairman Comrade Benjamin Anto Uyanto mni and National Secretary Comrade Olowoyo Gbenga of the Joint National Public Service Negotiating Council entitled “RE-REQUEST FOR URGENT INTERVENTION TO PROTECT THE INTEREST OF FEDERAL CIVIL SERVANTS UNDER THE FEDERAL INTEGRATED STAFF HOUSING (FISH) PROGRAMME WHICH IS NOW UNDER THREAT reads inter alia

“The attention of the National leadership of the Joint National Public Service Negotiating Council has been drawn to a letter dated 11th June, 2026 written by the concerned Federal Public Servants that
subscribed to the Federal Integrated Staff Housing (FISH) Programme”

The JNPSNC letter stated that “It is informative to state that the housing project is situated on the plots of Lands in Bamishi Cadastral District, Kuje Area Council, Abuja which were allocated to ALVERA Integrated Services limited and privies by the Federal Capital Development Authority (FCDA) in 2021 to enable worker’s benefit from the Federal Integrated Staff Housing (FISH) programme.

“The allocated Lands were subjected to due diligence and verified by relevant government Agencies, ncluding the office of Head of the Civil Service of the Federation in order to ensure that there were no encumbrances of which there was none.

“It is very expedient to state in a very clear term that the project was adopted under the Federal Integrated Staff Housing (FISH) programme relying on the memorandum of Understanding (MOU) prepared by the Legal Department in the Office of the Head of the Civil Service of the Federation, referenced No. OHCSF/CSO/FISH.P/PROP/209/1 (see attached for ease of reference), which cemented the trust and built confidence of the Federal Civil Servants to subscribe to the scheme and consistently made monthly salary deductions running to millions of Naira towards home ownership, coincidentally, the current Head of the Civil Service of the federation Mrs. Esther Didi Walson-Jack signed the MOU as the then Permanent Secretary Service Welfare Office (SWO) when it was prepared in 2017.

“As the twist of event emerged, the subscribers to the Federal Integrated Staff Housing (FISH) programme, expressed their reservations and fears when they noticed recent overlapping allocations to third parties and the issuance of a demolition notice by the Abuja Metropolitan Management Council (AMMC), this singular development has placed the project and the investment of the subscribing Federal Public Servants at serious risk and extreme jeopardy”.

It is equally important to state that many workers are still interested to subscribe to the housing projects but due to the recent happenings, prospective subscribers are apprehensive, developed high
heartbeat and psychological contraption.

The affected workers are innocent third parties who willingly subscribed to the scheme in good and di-vine faith based on the Federal Government approvals and assurances, it is noteworthy that any disruptions in the arrangement put in place will send very wrong signals, substantial financial losses, jeopardize the legitimate expectations of thousands of Public Servants that have the encouragement and determination to own homes through the Federal Integrated Staff Housing (FISH) programme.

Arising from the aforesaid synopsis and submissions, your esteemed Office is hereby invited to intervene so as to instill confidence, and strong belief in the recent Ten Billion Naira (#10,000,000,000.00)
approved for Housing Mortgage Facilities for Public Servants.

To this end, the National leadership of JNPSNC hereby demands the following:

(1) The Office of the Head of Civil Service of the Federation and other relevant authorities of
Governments are invited to intervene with the Federal Capital Territory Development
Administration (FCDA) in order to safeguard the interest of the affected workers.

(2) Advocate for an amicable resolution of the dispute without prejudice to the rights and investment of the subscribers.

(3) Call for the suspension of any demolition or adverse action that may affect the project pending the determination of the matter and/or an amicable resolution among the parties.

Flowing from the above, the magnitude of Federal Public Servants affected and the overwhelming
investment made through salary deductions; it is the conviction of the National leadership of JNPSNC that the Office of the Head of Civil Service of the Federation should urgently, as principal stakeholders intervene in the interest of Federal Public Servants to avoid backlash that may provoke industrial
uproar/unrest.

Your proactive actions on sensitive issues like the aforesaid will be of necessity in the overall interest of Nigerian workers.

Relevant government agencies have been notified on this ungodly and harrowing development for their appropriate interventions
